CS FOR HOUSE BILL NO. 49(FIN) am "An Act relating to                           
absentee voting, to electronic transmission of absentee ballot                 
applications, to delivery of ballots to absentee ballot applicants by          
electronic transmission, and enacting a definition of the term `state          
election' for purposes of absentee voting; and providing for an                
effective date" was read the second time.                                      
                                                                               
Senator Leman moved and asked unanimous consent for the adoption               
of the State Affairs Senate Committee Substitute offered on page               
3391.  Without objection, SENATE CS FOR CS FOR HOUSE BILL                      
NO. 49(STA) was adopted.                                                       
                                                                               
SENATE CS FOR CS FOR HOUSE BILL NO. 49(STA) was read                           
the second time.                                                               
                                                                               
Senator Taylor moved and asked unanimous consent that SENATE                   
CS FOR CS FOR HOUSE BILL NO. 49(STA) be considered                             
engrossed, advanced to third reading and placed on final passage.              
Without objection, it was so ordered.                                          
                                                                               
SENATE CS FOR CS FOR HOUSE BILL NO. 49(STA) was read                           
the third time.                                                                
                                                                               
The question being:  "Shall SENATE CS FOR CS FOR HOUSE                         
BILL NO. 49(STA) "An Act relating to absentee voting, to

ballots to absentee ballot applicants by electronic transmission, and          
enacting a definition of the term `state election' for purposes of             
absentee voting; and providing for an effective date" pass the
